Does the 2008 HGTV Dream Home winner know they have already won prior to the TV show?

Or will the winner hear it for the first time on the March 16 broadcast?

Rules say:

"Grand Prize Winner Notification: Main Sponsor anticipates that the potential Grand Prize Winner will be contacted in person on or about March 16, 2008 (subject to change) in the form of a live visit by Main Sponsor representatives and such potential Grand Prize Winner may be filmed during such live visit by Main Sponsor. "

They don't know until the camera crew shows up, recording their reaction :-)
